They can arrest/or haul him in for questioning at least.
If there are any decent non partisan cops; they are now afraid because the anarchy attacked the prog mayor --Who was saved by security--and supposedly they burnt down the mayors condo.
So, logically... no way will they arrest/question a BLM/ANTIFA thug for even murder; Or locals (even on dems side) will about quite literally DIAF or be shot.
If there are any decent non partisan cops; they are now afraid because the anarchy attacked the prog mayor --Who was saved by security--and supposedly they burnt down the mayors condo.

I got out of the prediction business some time ago, so the only answer I have is "at exactly the right moment to inflict maximum casualties".
Would be glorious if it were timed to take out a whole host of this seemingly endless sea of filth, immediately prior to the election.
May be even better if it went down next week, but I doubt the average American's ability to track this shite more than a goldfish might.
It may have to wait until after the election, since the inevitable rebuke of the Dems by average Americans would indicate the libs' refusal to keep their shite in check is unacceptable.
