Only 2 scenarios where Manchin votes yes.
1 - if he knows there are enough republican traitors voting no so that Manchin’s yes vote does not result in confirmation.
2. - if confirmation is assured with or without Manchin.
He will not vote yes if the decision comes down to his single vote. That’s simple politics and I’ve seen it time and time again at every level of government.
