Excuse me if ignorant, but...could the HOR have initiated a spending bill without direction from Trump? Isn't it sort of their job? Or senate for that matter?

They're absolutely supposed to. POTUS submits his budget, House submit their approved version, Senate does theirs, both confirm the whole thing, if I'm not mistaken.
