OP needs to edit the title. He never said anything about it being required. That is clearly the most important detail.

That is way different than the OK gov requiring it. Which, yes, would be step too far not to mentioned challenged successfully.
That would be like if the government used public money through a NGO to violate federal such as paying illegals to come into our country. No one would go that far.
