The unspoken part after " should not be able to" is "but they can, and I know it because I did it, but now they are doing it and I don't like it.".

If tweet fails to load, click here. Long Hannity video (not my choice) but he had on Greg Jarrett & former Congressman Jason Chaffetz who was a prominent House Republican during the Obama error, and their insight about the matter is enlightening. (Begins at 6:00)
Of particular note is that Trump posted the video himself, last night.
The usual suspects will wail and moan that Obama is untouchable. Let's see what happens.
