You are correct. OP lists each countries own military budget.
Outside of sharing the administrative and logistical costs for running NATO HQ, various commands, etc., no one is "giving" money to NATO for military forces. At least not anywhere near the numbers quoted in the OP. That isn't how its set up. Each country funds their own militaries which are integrated into the NATO Command structure. The oft-cited 2% requirement is for domestic defense spending, not a check to NATO.

You are correct. That's our total defense budget, which is spread over the entire globe. The Europeans are only thinking of defending their borders while we're still patrolling the world's oceans and keeping bad guys (primarily China) in check.
