My proposed 28th amendment: Congress cannot pass new subsidies (for things such as childcare, education, healthcare, or housing) unless the legislation includes specific and actionable provisions that reduce the cost of the goods and services being subsidized, so as to prevent a situation where total costs are merely shifted onto the federal govt.

An example: under the 28th amendment, a democratic president and congress would not be allowed to pass enhanced childcare subsidies unless the legislation also includes sections that decrease the cost of childcare regulations or reduce barriers to entry into the industry.

I don’t think that could work from a free market standpoint. They don’t have enough regulations to cut to offset the free shite they give out.

Mine: Any federal statute or EO can be nullified by 2/3 of the states.
