The refrigerant restrictions have been in place well over 10 yrs. Rolling back restrictions don't help anyone who's had to upgrade to the new standards in the last decade. Old systems and old refrigerants are in short supply, and why would anyone want to convert if there's a possibility it all gets revered back in 4 yrs?

I’ll have to go back and look it up. But was from an ASHRAE lecture a few years back. R22 is better then R410A and better then the currents blend refrigerants.
The problem with the new “flammability” of the new refrigerants (2R flammability rating) is that when current refrigeration equipment and its components was tested (UL testing and listing) is was not with a flammable refrigerant. So parts and replacement components cannot be used in the new refrigerant systems.
