Agencies do reports all the time on shite. It doesn’t mean they turn the file over to the DA for investigation. DAs are not investigatory agencies. There is a whole swath of case law on it around prosecutorial immunity and how how a prosecutor loses it when he starts playing investigator.

If he shot a guy while the guy was fleeing, that's going to be referred to the DA.
