The Legislative Study Committee established by House Concurrent Resolution 24 (HCR 24) will propose two paths for reforming oversight of the LHSAA during the upcoming 2026 legislative session.
Tier 1: Create a new Office of Sanctioned Athletics within the Louisiana Department of Education. This would place high school athletics directly under state control, with full transparency, accountability, and due-process protections. This option was included for future consideration due to cost and structural impact.
Tier 2 (recommended): Establish a Cooperative Endeavor Agreement between the LHSAA and the Louisiana Department of Education. The LHSAA would continue to operate, but with formal state oversight, required transparency, and accountability standards. This provides immediate supervision without dismantling the current system.
