Complete power? The Act strictly limits the grounds for redaction, explicitly prohibiting the withholding of information due to political sensitivity or embarrassment. It does allow for: protecting witnesses, active investigations, national security.....could those be allowances be abused ...yea sure
As to why.....
Because some redaction is probably necessary and that needed to be addressed clearly in the legislation or it wouldn't' have passed.
