I've dealt with encrypted and non encrypted identification technology with federal agencies for the last 20 years...trust me,this wasn't alien technology that tracked down this girl.
The FBI had the time, people and money to do old fashioned, tedious grunt work to track her down.
They PERHAPS used cellular tracking and GPS to find out the RF ID's of the thousands of the mobile devices in use at the location in Philadelphia during those riots but you're talking needle in haystack odds along getting legal permissions from the carriers to get those ID's...good luck with that.

The fbi probably used techniques to ID her that they don’t want disclosed, so they provided this as an explanation for how she was found.
