If you can prove intent in so far much as 'activism', not intent to harm. I.e. intent for a political purpose they should be held criminally liable including RICO which just might make them eligible for the action you aren't supposed to mention here except for conservatives.

Other than that the public as individuals, not ANY group other gov't entity, should be able to hold them civilly liable in all cases with negligence and other claims.
