That John Adams quote is 100% political, and is an attempt to appease the Barbary Pirates, if I had to guess. If so, it’s important to note that it didn’t even work back then. Jefferson had to deal with their continuing plundering and aggression, along with ridiculous tribute demands, when he followed Adams.
