First, he wasn’t a one hit wonder. There are several charts. Buffett had 8 top 30 hits on AC.
He had 4 albums that were top 30 on the country charts in the 70s.
How: by working. Same way many others artiists make it. By touring. He toured every year. From 76 on he toured every year till now.

The major difference between Jimmy Buffet and The Stones/The Dead is that Buffet’s music is not still being bought by the younger generation. His audience is the old fart crowd.
