One answer is that Trump was waiting for the right time. Wouldn't it be better to release information like this closer to the midterm?
People are worried about the midterms, but then they also work to remove ammunition that Trump could use. Conservatives are always shooting themselves in the foot because they suck at the long game. Look how many threw a fit because the spending cuts weren't enough. Working towards a goal is a foreign concept. It's always "give it all to me now."
