To dumb down the response to the OP, the hostages aren’t a part of a network (likely mapped by IDF/Mossad) that utilized electronic communication like Hamas is

Gaza, the West Bank and other Palestinian strongholds have miles of tunnels well below ground where they hide weapons, hostages, and other war materiel. Israel, as well as they surveil those areas, cannot and does not have all the tunnels mapped and penetrated to where they know what goes on in them at all times.

is this in the US constitution? because I don't remember agreeing to this "contract" that's been forced down my throat?

My guess is that they didn't have locational data of where the hostages were taken, AS they were taken.
And since most people don't just let their hostages go wandering around outdoors, let them keep their cell phones, or put signs up saying where they are....
It's harder to find them.
