Hacking emails is a crime. Foreign involvent including money in federal elections is a crime. Accessory and or conspiracy relating to crimes are crimes. So if you’re defining collusion broadly in layman’s terms as being an accessory or conspiracy then yes it can be a crime. But the term is not technically a crime.
I agree. One common thread we're seeing in many of the Mueller indictments is the charge of "conspiracy to defraud the United States (18 U.S.C. § 371, charged against the Russian internet trolls as well as Manafort and Gates, the latter of which pled guilty to it). What's common to these charges is these defendants stand accused of pretending to engage in American politics in good faith but secretly serving someone else’s interest (pretending to be Americans in the case of the Russians, laundering Russian influence in American politics in the case of Manafort and Gates).

Wonderful, now what makes him worthy of taking his opinion about election laws and Trump seriously?
I'm sorry but anyone who is still pimping "Trump may have broke the law, we just don't know yet, we must investigate more" is someone who shouldn't be taken seriously.

He’s not pimping anything. He’s explaining what’s illegal. He never accused Trump of illegality. In short he answers the OP’s question.
Do you contend hacking and foreign involvement in elections are not illegal? And that conspiracy and accessory to those crimes are not illegal?
Then this thread is done.

BY PAUL ROSENZWEIG. LAWFARE. MARCH 19, 2018
The Trump malignancy and the book that will not be written
The malignant deviancy of the Trump administration and Trumpist supporters in Congress continues apace. The decision of the House intelligence committee Republicans to close their investigation into Russian interference with the completely non-credible claim that they found no evidence of Russian interference is yet another sign of the moral and intellectual vacuity of Trumpism. But it is also something more. It is, sadly, a sign that the liberal order of intelligence oversight is breaking down fatally. And therein hangs a tale—and the spiking of a book I’ve written
Yeah. Good old Paul seems impartial.
