If one has the goods on 'willing' participants, he wouldnt waste time on the 'unwitting'

Why bother with the time, cost, energy, manpower etc to seek indictments of someone who had no idea what was going on, if you had any kind of case to be made against people that were actively involved in violating the law?

That shows you the desperation Mueller has sunk to, in order to protect the good name of the FBI, with all the stuff bombarding him about the paper trail left by Comey, McCabe, Strzok, Page, Weissmann, Ohr, Steele, etc
