You can't stop an ideology. Haven't you learned from the Afghanistan occupation. You can only eradicate and start over. War isn't pretty so quit acting like surgical strikes work. Isreal basically has to do what we did in the Philippines.
200k civilian Filipinos were killed from direct violence. In the famine that ensued that number is likely to be closer to 1 million.
