Even if they were the minority everywhere it would still be a deplorable policy that did nothing but hurt them. If you are ok with being a racist and helping to keep the blacks down then fine but I am not ok with it.

I don't know why anybody would ever be ok with a system that rewards a person because the color of their skin is different.
