Not only that, he was a guy with an axe to grind. He only started leaking because he was ticked that he got passed over for promotions by Nixon. Mark Felt was a crook, a specialist in "black bag" jobs whereby he would illegally break and enter and wiretap people. He got convicted after Nixon left office but Meese convinced Reagan to issue him a pardon.
Interestingly, on the Nixon tapes, Nixon correctly surmised that Felt was "Deep Throat." He knew exactly who had the motive and knowledge to sink him.
