If you are on a position to know it's your job/responsibly to tell.
Maybe corporate fraud and you are support staff. If you have government job your job to report.

This person, if he/she does exist, is not a whistleblower but rather a leaker who should be prosecuted.

Whistleblowers are protected by law to encourage reporting of fraud, malfeasance, etc. Granted, intel community has a different law and process, but still protected for same reasons.

Whistleblower is essentially and 90 percent of the time someone who you or the cops would call a confidential informant. What part of confidential don't you understand?
Sometimes it's the only way to root out bad behavior.
This board has a ridiculous fetish about plots and conspiracies and this absurd "deep state". Well, if it turns out those folks (that believe that) are right and I am wrong (Hey, could be!) then trust me the only way you will be able to battle these dark forces are with whistleblowers and confidential informants.
BTW - GOP got almost everything they used against Clinton from a whistleblower who we now know was named Linda Tripp. She never would have fessed up in the open. She only came out towards the end when no harm could befall her anymore.

To be classified as a WB you must meet certain criteria. This person does not meet that criteria. Not a WB by definition.

Their protection against retaliation is guaranteed. Their protection of identity is not guaranteed.

Certain people like auditors don't get whistleblowers protection because it is their responsibility to report
