considering adding
first time fraudulent use results in a 3 month ejection from snap
second time fraud results in a 12 month bar from program
third time is a life time bar for that social security number

How often it happens I don't know but I know for a fact that it does.
It happens a lot. They have networks set up for it. That is why I chuckle every time people think making it nontransferable will solve much. It isn't a complicated grift so all you need is one mildly intelligent bum to figure that out and every other bum knows it. You can't make hamburger meat or a gallon of milk nontransferable once someone walks out the store.
