We know she created it. (You admitted this).
We know it was fake. (You admitted this).
You seemed to have backed off admitting she passed it on to the Obama admin (at least directly).
We know she controlled the work product.
We know it was distributed.
We know that it was used in federal investigations including Crossfire Hurricane.
We know it was used in the Mueller investigation (although it's use failed there).
We know she has done many things to attempt to hide her involvement in the Dossier.
We know she has never tried to clarify the Dossier was fake and shouldn't be used in this capacity.

I'll also add that it doesn't even matter if she intended the Dossier used in an official capacity to indict or even impeach Trump. Her acts to fraudulently create a Dossier and to release it to individuals is enough.
