Demographic shifts since 2020 strongly favor the Democrats. Most of the state has lost population, while the Madison area has grown by ~5%.

Most of the people who moved to Madison did so for tech jobs. Tech workers tend to be likely voters, and they tend to vote Democrat.

Factor in RFK, Jr. who is clearly siphoning votes from Trump rather than Biden, and you'll get a decisive Biden victory in 2024.
