Because we balance freedom with security.
I have lived out of the country for 30 years and for the past five have lived in NY. Twice I have had to call 911.
Once because a neighbors house was on fire (Kitchen stove fire, turned out to not be a big deal but at first the smoke and smell was crazy).
Second time when I "missed" a step and broke my leg on the staircase.
In each case cops were at my house in 3 minutes and ambulance in about 5.
Plus I have terrific schools, two golf courses, two public pools, and three libraries.
