The call was before they knew it was a false claim, unless the conspiracy is far wider your argument makes no sense.
They also had an ally as the mayor of Chicago (Obama's chief of staff ) so they didn't think this was going to explode in their faces. They were trying to maximize publicity for his stunt not knowing it was a fraud.
