You would have to try to be this stupid.
Oh wait, that's what they're doing. They purposefully pitch the cause of the problem as the solution so that way they can justify more "fixing" of the problem as a means of increasing the size and power of government. Man, they must all be communists or something. Oh wait, that's exactly what they are. They are communists pushing communism by any means necessary. Once you accept that truth, all of their actions make perfect sense.

Part of the problem is they didn’t put limits on universities running up the costs of attendance.
