It’s just a figure of speech. And it speaks to the framers of the constitution who were dealing with the king of England at the time. They were wary of kings. So it has nothing to do with liberals. The Constitution and the courts are not subject to one political party.

I do think Trump is doing similarly - but he won't get the benefit of most of the judiciary, which is opposed to him and opposed to any real effort to change the status quo.
When Biden decided not to enforce our immigration laws and allow tens of millions of illegal immigrants to enter - I don't recall you crying about "whims of a king" - did I miss it?
