Your scenario doesn’t make sense.
The Syrians don’t need to engage in house to house fighting.
The rebels are surrounded and running low on supplies. The Syrians have offered them the option of dying in place, or leaving for Idlib with their families.
And the rebels, have, by and large, chosen to leave for Idlib. Because what other option do they have?

We’re not going to organize something like this, it’s not how we operate.
I wouldn’t be surprised if the White Helmets were an information operation run amok.
There are rules against using proganda domestically. So it would be the obvious solution to that problem. Create a third party to do it for you.
