is now the time to buy stocks?
If so, which ones do you recommend?

When bear market collapses occur they move in wave/retracement patterns. This happened between Dec 2021 through July at which time it retraced about 50% of the loss.
THEN another drop that we are currently in. The main market wave of drop/retracement drop/retracement can happen for up to several years if bad enough.
I believe the market will go down deeply into Spring/Summer 2023. YMMV
In other words, now is NOT the time to buy stocks.. Keep reserve cash to begin buying after that time. Also if you can not expertly analyze stocks being considered use stock mutual funds or ETFs - a safer way to invest in the market.
'If you are near retirement age be far more conservative - younger a bit more risk
and as always remember to enjoy your life, your family, your loves
