Does Gov't have to pay AGR Warehouse owner because shut down for investigation?

I imagine the building that shooter shot from will be in no operation for at least a month. I'm sure owner isn't happy about now there will be no revenue. In this kind of situation, does the government have to pay for loss of revenue?
