The Target and the Debt
The Goal: U.S. Customs and Border Protection (CBP) wants to recover about $423 million in unpaid fines.
The People: The debt affects more than 66,300 individuals who were removed from the U.S. and now live in countries such as Mexico, Honduras, and Guatemala.
The Fines: A 1996 federal law allows daily fines of $998 for people who ignore a removal order. Over five years, these penalties can exceed $1.8 million per person.
What the Contractors Do
Location Tracking: Private firms use databases, digital tools, and field work to locate deportees in their home countries.
Physical Proof: Contractors may take photos of homes and collect utility bills or employment records to verify where people live.
Payment Recovery: Contractors assess a person’s ability to pay and hand-deliver or mail penalty notices. Some contracts also offer tiered bonuses for successful location reports.

Best way to get this truly moving is to offer a bounty on these people. $10K/head for illegal felons, $5K for regular illegals.
You’d find far more motivation and the deportation orders would triple. You’re trying to root out a problem within the rules whereas no one played by the rules coming here.
