No, it isn't. States have plenty of power on what is and isn't allowed to be distributed in their state. Some states allow the distribution of marijuana, some don't. Some counties even ban the sale of alcohol, some don't. So Ron could ban the vaccine from being distributed in Florida if he wanted to. He's just speaking out of both sides of his mouth. No different than any other politician. I'm still waiting for that prison he said he was going to build next to Disney World...
