This is a state's rights issue.

Thirty-one states have legislation that contravenes the Department's interpretation. It will be ignored and not implemented until it has been decided by the courts.

Sadly this is old school out dated American thinking.

Courts/SCOTUS found abortion/gay marriage in The Constitution. We've seen that State laws don't matter.
Neither does the vote of the people since SCOTUS threw out the vote of the people of CA to let the gays marry. Then somehow that was turned into national law, no matter what states had on the books.

This nation definitely needs a reset....just depends which side gets to decide how it's reset

There is always the danger that 5 or more can invent something (which happened in these and other cases). It is up to the people to reverse that.

They can't because the legislature is corrupt and in on it. Convention of the states would be rough and ugly, but is really the only (imperfect as it is) solution we have right now.

States' rights lost a war a while back. In more recent history, the states can't even get what they vote for. Look at our neighbors in MS; they voted to keep their state flag every time it was put up for a vote. Too bad; they got a new flag. They voted in favor of pot. Too bad; no pot.

I'm sure there's way more examples all over the country. These are just the first two examples to pop into my head.

What school board has that much cash laying around?

The dirty secret is that right now, almost all of them have cash laying around. Lots of cash.
