Agreed. Our federal government has the ability to monitor all electronic communications. Undoubtedly these groups and those funding them are communicating.
I'm no attorney, but surely there are some conspiracy or RICO charges that could be applied.

The only reasonable explanation why the FBI hasn't taken action is because they wish to allow these riots to occur.
