Once governments started paying hospitals to report deaths as COVID, we can't be surprised when we get a lot of COVID deaths.

Did they only get paid upon death or also just for a stay in the hospital?

Who knows? But when you admit someone into the hospital for COVID and start raking in the COVID bucks from the government, administrators don't really have much of a choice but to code their death as COVID when they die.
