I'm a little confused.
So they would put each other down as witnesses so that they could be called to court and, as a result, get paid overtime?
What if they actually had to testify and knew nothing about the specifics of the ticket?

Be ready to get some tickets if you drive through Houston late at night on the last day of the month with out of state tags. I got 3 warning tickets one night withing a 5 mile stretch.

Still not as bad as the Henderson cops and their ticket bounty system, which was paid directly via overtime.
