It can. State of Emergency gives govt powers to limit otherwise unlimitable (is that a word? lol) freedoms. It's part of entering a social contract, and it is designed to ensure the protection of a society in times of extreme circumstances.
The problem comes in when the limits they try to impose do not have any bearing on the danger at hand. In other words, don't take my guns because that's not stopping the spread of Chinese Virus
