I put the chances of impeachment being debated and voted on, seriously, in the House at about 90%.

They're talking about obstruction of an investigation...not a crime. And they would be wrong in both cases.

Did CNN really say this? The summary specifically states that Mueller left Obstruction up to the Attorney General. I mean...it specifically says those words. The Attorney General and Rod Rosenstein said no obstruction.

This did that because that is the AG decision (legally).
This is unlike Comey saying that "no reasonable prosecutor...". It was not Comeys decision but he gave Loretta Lynch some wiggle room and deniability.
