If you have the equipment to handle the radiation it’s a fantastic place to stage. No one is going to send artillery strikes to your staging area for risk of hitting the reactor site and releasing nuclear waste

You CAN have people in certain parts and be safe, short term.
You CAN NOT hit it with artillary or airstrikes, or you risk poisoning half of Europe and Russia.
This makes it the ideal refuge for hardcore resistance. The Russians wanted to make sure it didn't become that.
