That's not true. Rosatom was not under investigation. A Russian living in Maryland, Vadim Mikerin, who was contracting with U.S. shippers to transport Russian uranium to the U.S. (under an agreement made between the U.S. and Russia in 1993), was rigging the bid process (which was supposed to be by public bid) to overcharge the U.S. transportation companies, and to pocket the overcharges for himself and his co-conspirators.
Mikerin and his co-conspirators were convicted as a result of the investigation.

That is true. But the point is that Mikerin was operating on his own as a rogue employee who actually defrauded his employer and pocketed the proceeds. Rosatom had nothing to do with the illegal activity, other than it was a victim.

You are trying way too hard here. The CFIUS members knew there were problems with Rosatom in the US. They knew that there was a severe COI with the Clintons and Guistra, and they sure as hell knew that the Clintons had a history of mining quid pro quo. Not to mention the fact that incarnation of evil "muh Russians" were at the center of the arrangement and were never going to honor their end of the bargain.
