Can Trump build the wall in the sections of the country

But let’s say the bill he just signed says no border wall at all can be built ever on the southern border of California (just for example)
Could Trump use emergency authority and build the wall across California even though he just signed a bill that says no wall in California ever?

The bill doesn't say that, though.
As a hypothetical, I would think he wouldn't sign it if it had that language.

More than likely this is how he'll lose in the courts. It will be difficult for him to make the legal claim that he had to declare an emergency to build a wall moments after he signed a bill into law that prohibits him from building a wall.

I can’t remember exact specifics but someone on fox said there’s specific areas that the bill protected from government ever building any structures on those areas

Article 1 grants appropriations powers to Congress. Congress exercised its authority in regard to the situation at the border and made an appropriation which the President apparently will sign into law, if he hasn't already.
Whatever emergency powers the president has shouldn't extend to directly overruling an appropriations judgment by Congress. Emergency powers are for acting quickly when needed, not for overruling an Article 1 appropriations decision. Emergency power does not elevate the President to supremacy over the will of Congress.

A national emergency allow him to waive other laws. Its good for one year, unless he or Congress rescinds it. A previous declaration:

So If is it in fact true that this bill has sections of America protected from ever having structures built upon, then why would trump sign it and not be able to complete uninterrupted wall?

Because the bill doesn't say that.
It references the types of barrier that can be used in a handful of environmentally sensitive places along the Rio Grande.
It doesn't say no barrier can be used now or for the rest of time.

All they are claim is you cant build in the Rio Grande but I don't think that's where he wants to build it anyways
