I don't see how. If you are ahead they just print more since no one checks them for valid signature or authenticity?

Nope not legitimately. Why do you think the largest Dem strong holds wait to turn in their numbers? They are doing the math of how many votes need to drop to win compared to what is left. Why do you think they had to stop counting they had a number they thought they needed and then realized they needed more time because they guessed to low.
