It’s common knowledge. Federally-owned operated locations are regulated by the State EPA or by the EPA ( for those states without enforcement authority). Cal EPA and other state agencies like the CA Dept of Public Health call the shots in Cali and regulate all Federal operations...drinking water, NPDES, air quality, etc.
