Exactly. Many of the other characteristics that contribute to success are impacted more by sociological factors, especially social support. Democrat run cities have failed time and time again to actually improve these conditions for minorities. Upbringing and resources can help but one's ceiling is not set by those things. A dumb or even average guy with good parents might get an okay job and have a good life, but he isn't going to be an engineer or have a successful career in IT. I think freakanomics did a piece about IQ and created an argument that parenting doesn't mean as much as you think. It's all about DNA. They had a bunch of data to support it, I think it was from the Chicago school system.
