They haven't executed anyone in nearly two decades. How would anyone know the difference?

I'm against the death penalty as well. I believe those convicted of killing with malicious intent and forethought should be sentenced to hard labor 12 hours per day, seven days per week, making sand out of boulders. Solitary confinement for the duration. Feed them bread and water. Make the punishment worse than death.
