Ok hear me out on this. Shepherds are very loyal dogs to their owners.
Biden has dementia and usually people with dementia get confused of where they are and forget the people around them and then get scared.
Dog senses the fear in the owner and goes into protection mode. Hence biting spree.
Just more proof he is mentally unfit.
