The original quote is "An empty barrel makes the most noise" and it is true.
When working in an environment that uses barrels you can tap on the barrels to see what level is in the barrel. If it is completely empty it will make the loudest sound.

I have been out of the poli news loops for the past few days as well. I still am not sure of ALL that is going on. But the empty barrel is from General Kelly.
